I havbe read the rules and it is stated that putting images from Photobucket is OK, but wbohen i have put it for my character description it was cancelled out. Is any type of hotlinking prohibited or is hotlinking from PhotobucketOK?

If you have read all of the rules, I'm unsure why you don't know what "P - Kai" on your profile means. =] As far as your image being removed from your profile, it wasn't because you hotlinked, it's because we would like you to describe your character in words, rather than providing an image.
As far as photobucket. It's considered hotlinking if the photobucket account does not belong to you. If you read the thread, the explanation of hotlinking states that it is bandwidth theft. You cannot steal bandwidth that belongs to you.
Since it appears you've at least glanced at the "Regarding Images" thread, may I direct you to the portion concerning avatar images, specifically the text marked in red.
Lastly. I strongly recommend you read the rules again. It's clear from your account status, and your profile that either the rules weren't read, or not read thoroughly.
